The Proposal & Marketing Communications Manager is a key position within LogistiCare, with operational control over the proposal process from pre-proposal review through proposal submission. This role requires an ability to interface with clients, vendors and all levels of staff and management to craft proposal strategy, develop proposal material, and manage document production. This role also involves managing the development and fulfillment of marketing and program collateral for new and existing business.

Business Functions

The following related business functions provide combined support of Business Development Management:

Proposal Management

  • RFP response management and management of related resources
  • Post-award analysis and protest support/defense
  • Manage internal and external proposal staff, including writers, graphics artists, production resources

Marketing Communication for Sales and Operations

  • Update, printing, and creation of sales and operations support materials
  • External communications (e.g., press releases, web content, brochures, newsletters)
  • White paper development for various corporate audiences

Market Research

  • Opportunity tracking and analysis
  • Competitive intelligence gathering and analysis
  • State profile management

Required Qualifications

  • At least 7 years of proposal management, writing and leadership experience
  • Experience analyzing government RFPs and preparing proposal outlines and matrices
  • Demonstrated success in preparing winning competitive proposals
  • Proficiency in succinct, persuasive and compelling writing skills
  • Ability to write, proofread, edit and review technical narratives for accuracy, compliance and quality
  • Strong organizational, interpersonal and communication skills
  • Ability to maintain and update materials in the proposal management database in a timely manner
  • Ability to manage and meet deadlines
  • Demonstrated creative thinker and idea generator
  • Advanced skills in Microsoft Office suite – Word, Excel, PowerPoint
  • Skilled in graphics programs – Visio and Adobe Illustrator, a plus
  • Experience with health and human services proposals, particularly Medicaid and managed care related proposals, a plus
  • Experience with state and local government proposals a plus.
