Dr. McCulley has 25 years in Government business development. He was one of the original partners is Shipley Associates before the firm was sold in 1994. He is also one of the founding members of the Association of Proposal Management Professionals (APMP), with his signature on the organization’s incorporation papers in 1989. Currently, he is a partner in WBDS Inc.

Dr. McCulley has a long, venerable association with 24 out of the top 25 Federal government contractors (as published by Forbes, 2010) stretching back 1985. Significant winning proposals he has led or played a significant role in the development of are: The International Space Station, F-22, F-35, Federal Voice/Data Networks, Medicare/Medicaid Management Systems, and other large U. S. Government programs that total well in excess of $100B in contracts. He has worked extensively across most business sectors, first training people in the Shipley Associates Writing Winning Proposals and Managing Winning Proposals courses, then as a consultant on various proposals within the Federal, state, and local government contracting community. Over his career, Dr. McCulley has played a significant role in winning in excess of 100 major proposals.

Dr. McCulley is a proven business development team leader, having directed proposal teams in excess of 100 people. His writing skills have directly contributed to the success of over 100 major proposals. Both skills were clearly evident when he led the registration of the first highly effective drug for the treatment of HIV-1 (AIDS) through the  U.S Food and Drug Administration (FDA) approval process, breaking the record for time-to-approval-after-submission by 265 days, from 1 year to 100 days.
